Life Together (Public Safety)
Bill offers out-of-jail treatment for Wisconsin's non-violent drug and alcohol offenders into community treatment programs, not expensive and expanding jails and prisons. It's hoped the program would reduce the need for in-state jail cells and cut the number of inmates Wisconsin exports out of the state. The program would run about $8,000 to $9,000 a year per inmate, compared to the $15,000 per year tab taxpayers foot for housing inmates out of state. Wisconsin's inmate population has surged 15% to more than 20,000 since 1998.
